ACHIEVEMENT OF MAHUD – Last 15 YEARS

The Department of Municipal Administration, Housing & Urban Development (MAHUD) deals with the control and supervision of Municipal Corporation, Municipal Councils, Nagar Panchayats/Small Town Committee under the Manipur Municipalities Act, 1994. The Department has been implementing various Urban Development Schemes viz. Environmental Improvement of Urban Slums (EIUS), Improvement of District Head Quarters and Other Towns (IDHQ), Smart City, Atal Mission Rejuvenation and Urban Transformation (AMRUT), Swachh Bharat Mission (SBM), Pradhan Mantri Awaj Yojana- Housing For All by 2022 (Urban), National Urban Livelihood Mission (NULM), Jawaharlal Nehru National Urban Renewal Mission (JnNURM), etc. These Programmes/Schemes are implemented through the statutory bodies/Agencies such as Municipal Corporation, Municipal Councils, Nagar Panchayat/ STC, PDA, MUDA and other line Departments like PWD, PHED, IFCD etc.

The role of the Department of Municipal Administration, Housing & Urban Development (MAHUD) in the urbanization of the State is multi-dimensional. It has to attend to the guidance and supervision over the urban local bodies to ensure the implementation of local self-governance activities from time to time viz, Urban Poverty Eradication Programme and Development of Small and Medium Towns and shaping of the Imphal capital into a modern and beautiful city. Some of the laudable achievements of MAHUD in the last 15 years in urban management are as follows.

1. Construction of Flyover:

The congestion in the Imphal Bazar area particularly the B.T. Road, became a matter of concern for MAHUD Department. In order to ease the growing congestion, construction of a flyover from Uripok Gopalajee Leirak to Northern Gate of B.T. Park was started from 2002-03 at a total project cost of Rs.25.00 crore under financial assistance from the Ministry of Urban Development, Govt. of India and the same was inaugurated on 30/11/2007.

2. City Convention Centre:

The project was sanctioned under 10% Lump-sum Scheme earmarked for N.E Region by the Ministry of Urban Development, Government of India. The Centre was inaugurated on 03/12/2011. As an interim arrangement till the final outsourcing process is completed, the Centre has been entrusted to Manipur Urban Development Agency (MUDA), for operation & maintenance. The City Convention Centre is the first of its kind in Manipur and has state of the art facilities for organizing grand events. The centre has 687 seated main auditorium, 80 seated conference hall, 72 seated audio visual room, art gallery, VIP conference hall, green rooms, rehearsal rooms and two multipurpose halls. With sufficient parking areas and green lawns in and around the Centre will serve as an attractive destination for organizing seminars, meetings, functions, conferences.

3. Integrated Housing and Slum Development Programme (IHSDP):

The scheme is implemented in 5(five) towns of Thoubal, Jiribam, Moirang, Bishnupur and Kakching under this scheme of Integrated Housing and Slum Development Programme (IHSDP), construction of 2,689 urban poor houses in Thoubal Municipal area (815 units), Jiribam Municipal area (288 units), Moirang Municipal area (663 units), Kakching Municipal area (548 units) and Bishnupur Municipal area (368 out of 375 units) units are to be constructed. Construction of 2682 units of houses has already been completed.

Award:– Jiribam has been abjudged the Best city in implementation of IHSDP under JnNURM (for ULBs in small states and special category states/UT’s).

4. BSUP for Imphal City:

The Scheme was started in the year, 2008-09. This project, under Sub-Mission-II of JnNURM envisages construction of 1250 houses for urban poor along with infrastructure and was approved at a total project cost of Rs.5123.00 lakhs. The project is implemented by Imphal Municipal Corporation and PDA, Manipur. Constructions of 1249 units of houses have already been completed and target date of completion of all the housing projects is 2015-16.

Award: The Ministry of Housing & Urban Development Poverty Alleviation, Government of India has adjudged Imphal as the “Best BSUP city under Special Category States/Union Territories for the year, 2010-11”. The award was handed over the Hon’ble Prime Minister on 13/12/2011 at New Delhi. ).

5. Solid Waste Treatment Plant at Lamdeng:

The Solid Waste Treatment Plant at Lamdeng constructed by the state Government with a project cost of Rs.4,175.00 crore (Rupees forty-one crore and seventy-vive lakhs) only will be now upgraded from its present State of “Waste to Compost” to “Waste to Compost & Energy” purely on Public Private Partnership (PPP) mode without any further investment from the State Government. The State Government has finalized a private agency (Innovative Eco-Care Pvt. Ltd., Ahmadabad) for the operation, upgradation and maintenance of the plant on PPP mode. The Memorandum of Agreement was signed 18th August, 2016 and operation of the present Treatment Plant will be commenced by the end of October, 2016 while up gradation of the plant will be completed by the end of January, 2017. The plant has a capacity of treating 100MT of waste per day. The municipal solid waste will be treated using aerobic composting technology for organic fraction, by-product of which can be used as soil conditioner or fertilizer. The non-compostable fraction of the waste will be converted into electricity through gasification technology while the inert fraction will be disposed in engineered sanitary landfill as per CPCB norms and the design of the landfill is based on the principle of Leachate containment. The entire waste treatment scheme has been approved by CPHEEO, Government of India.

Award: Imphal has been awarded the “Swachh City Award” for being the “Top Mover in the North East Region” for the year 2016. Imphal is placed at 15th Rank in the City Sanitation Ranking of 75 Indian Cities for the year, 2016.

6. Three Women Markets (Khwairamband Bazar): Having felt the necessity to reconstruct the three old markets at Khwauramband Bazar viz, Purana Bazar (Market No.1), Luxmi Bazar (Market No.2) and New Market (Market No.3), the old structures were dismantled and new buildings were constructed for the three Women Markets with the financial assistance from the Government of India under the 10% Lump Sum Scheme earmarked for the North East Region including Sikkim. Construction of Purana Bazar (Market No. 1) was done by Public Works Department, Government of Manipur at a project cost of Rs. 48.49 Crore while Market No. 2 and 3 (Luxmi Market and New Market) were constructed by NBCC (National Building Construction Corporation Ltd) at project costs of Rs. 20.21 Crore and Rs 13.78 Crore respectively. The three market buildings were handed over to Imphal Municipal Corporation (erstwhile Council) on 31st August, 2013.

7. 100 Bedded Hospital at Thoubal: With the increase of urban population in the urban areas, the number of persons requiring medical services has also increased. Thoubal, being a fast emerging town in the state, urgently needed a full-fledged Hospital. Hence, a 100 Bedded Hospital was constructed at the total project cost of Rs. 36.07 Crore and the same has been handed over to the public. (Photo enclosed as soft copy (CD)/ Annexure-I)

8. Construction of Shopping Complex at Thoubal: Having felt the need to reconstruct and enhance some markets to cope with the increasing urbanization, steps were taken up by the state government to construct markets at Thoubal, Moirang, Mayang Imphal and Sugnu.

Shopping Complex at Thoubal with a total capacity of accommodating 1030 Vendors and 245 numbers of shop/stalls was constructed at a total project cost of Rs. 49.11 Crore and the same has been handed over to the public after completion.

9. Construction of Shopping Complex at Sugnu: The Shopping Complex at Sugnu was constructed under financial assistance from the Central Government as a part of the 10% Lump Sum Scheme earmarked for North East Region including Sikkim. The project was implemented by Public Works Department, Government of Manipur and the same was completed and inaugurated on 29-12-2014.

10. Improvement of Nambul and Naga River Front: With an aim to prevent pollution of Nambul and Naga rivers, improvement of river front with a project cost of Rs. 25.65 Crores was taken up in the year 2009-10. The project is being implemented by Planning and Development Authority, Manipur and Irrigation and Flood Control Department with financial assistance from the Ministry of Urban Development, Govt. of India. At present, more than 90% of the project has been completed.
