Central Schemes

1) Pradhan Mantri Awas Yojana-Urban (PMAY-U)

Launched on June 25, 2015, PMAY-U aims to provide affordable housing to Economically Weaker Sections (EWS), Low Income Groups (LIG), Middle Income Groups (MIG), and slum dwellers in urban areas. The scheme has been extended until December 31, 2025 for completion of already sanctioned houses.

Key Components:
  • BLC – ₹1.5 lakh for EWS families to build/enhance homes on their own land.
  • AHP – ₹1.5 lakh per EWS house in housing projects with 35% EWS units.
  • ISSR – ₹1 lakh grant for slum redevelopment using land as a resource.
  • CLSS – Interest subsidy on housing loans (ended: MIG – 2021, EWS/LIG – 2022).

PMAY-U has transformed urban housing by promoting secure and dignified living.

2) Pradhan Mantri Awas Yojana – Urban 2.0 (PMAY-U 2.0)

PMAY-U 2.0 is an enhanced phase of the Pradhan Mantri Awas Yojana – Urban, launched by the Government of India to ensure “Housing for All” in urban areas. It builds upon the original PMAY-U launched in 2015 and focuses on completing all sanctioned houses and expanding access to affordable housing for eligible urban families.

3) SWACHH BHARAT MISSION-URBAN (SBM-U) 2.0

Swachh Bharat Mission (Urban) 2.0 aims to achieve “Garbage Free Status for all Cities” by ensuring cleanliness and hygiene in public spaces, 100% scientific processing of Municipal Solid Waste (MSW), and phased reduction of single-use plastic. It also emphasizes sustainable sanitation and treatment of used water, ensuring that all used water, including faecal sludge in small towns (< 1 lakh populations), is safely contained, transported, processed, and disposed of so that no untreated waste pollutes the ground or water bodies.

4) Deen Dayal Antyodaya Yojana – National Urban Livelihoods Mission (DAY-NULM)

The Deendayal Antyodaya Yojana – National Urban Livelihoods Mission (DAY-NULM) is a significant initiative by the Government of India, aimed at reducing poverty and vulnerability among urban poor households by enabling them to access gainful self-employment and skilled wage employment opportunities. In Manipur, the mission is implemented through the State Mission Management Unit (SMMU), under the Department of Municipal Administration, Housing & Urban Development (MAHUD).

5) PM Street Vendor’s AtmaNirbhar Nidhi (PMSVANidhi)

The Pradhan Mantri Street Vendor’s AtmaNirbhar Nidhi (PM SVANidhi) scheme, launched by the Government of India in June 2020, aims to provide affordable working capital loans to street vendors to help them resume their livelihoods affected by the COVID-19 pandemic. In Manipur, the scheme has been implemented effectively, benefiting numerous street vendors across the state.

6) Atal Mission for Rejuvenation and Urban Transformation (AMRUT)

Atal Mission for Rejuvenation and Urban Transformation (AMRUT) was launched by Prime Minister of India, Narendra Modi in June 2015 with the focus to establish infrastructure that could ensure adequate robust sewage networks and water supply for urban transformation by implementing urban revival projects. Rajasthan was the first state in the country to submit State Annual Action Plan under Atal Mission for Rejuvenation and Urban Transformation (AMRUT). The scheme Housing for All by 2022 and Atal Mission for Rejuvenation and Urban Transformation (AMRUT) were launched on the same day. The scheme is dependent with public–private partnership(PPP) model. If required, various other schemes like Swachh Bharat Mission, Housing for All 2022, along with the local state schemes like that related to water supply and sewerage and other infrastructure related schemes can be linked to AMRUT.

7) Smart Cities Mission (SCM)-Manipur

Launched by the Government of India on 25th June 2015, the Smart Cities Mission (SCM) aims to promote sustainable and inclusive urban development through smart solutions and modern infrastructure. Imphal, Manipur’s capital, was selected in the Fast Track Round (May 2016), with a project allocation of ₹550 crore (₹500 crore from the Centre and ₹50 crore from the state government).

8) NAMASTE Scheme (National Action for Mechanized Sanitation Ecosystem)

The NAMASTE Scheme is a Central Sector Scheme launched jointly by the Ministry of Social Justice and Empowerment (MoSJE) and the Ministry of Housing and Urban Affairs (MoHUA), effective from FY 2023–24. It aims to ensure the safety, dignity, and welfare of Sewer and Septic Tank Workers (SSWs). From FY 2024–25, Waste Pickers have also been included as beneficiaries under the scheme, with the approval of the Standing Finance Committee (SFC).
