 1. Shelter for Urban Homeless (SUH), Manipur

Implemented by the Manipur Urban Development Agency (MUDA) under DAY-NULM, the scheme provides 24×7 permanent shelters with essential amenities such as water supply, sanitation, cooking space, and social linkages, managed by a Shelter Management Committee.

  • First Facility: A 50-bed G+1 shelter at Porompat, Imphal East, inaugurated in October 2024, with each unit equipped with its own kitchen and bathroom.

  • Beneficiaries: Urban homeless and internally displaced persons from conflict-affected areas; estimated 30,000–50,000 urban homeless in the state.

  • Expansion: Three additional shelters planned in other urban areas.

  • Funding Pattern: Central 90%, State 10% (as a NE special category state).

2. Construction of Alternate Housing at National Games Village, Langol

Located on the outskirts of Imphal at Langol, this housing project was implemented by the Planning and Development Authority (PDA) and funded jointly by HUDCO and the State Government. It covers 2.16 acres with 5 blocks and 180 units, built using Light Gauge Steel Frame (LGSF) technology—60% lighter than RCC and suited for Seismic Zone V.

  • Inauguration: February 15, 2024, by CM N. Biren Singh during a MAHUD-organized event.

  • Purpose: Initially planned to house residents of Government Quarters at Tribal Colony, New Checkon (under redevelopment). Currently shelters 120 internally displaced families (~460 people) from Moreh, Churachandpur, and Phaobakchao, along with some government employees.

  • Timeline: Completed on May 31, 2023 in under two years.

  • Future Plans: Similar housing complexes in foothill areas; tourism promotion through a Langol Hills view tower and cable car project.

  • Environmental Focus: Prevent encroachment of forests, protect farmlands, and conserve wetlands.

3. Development of Integrated Command & Control Centre (ICCC) Building – Imphal Smart City Mission

Implemented by Imphal Smart City Limited (ISCL) under the Government of India’s Smart Cities Mission, the ICCC serves as a centralized hub for monitoring, managing, and coordinating key urban services in Imphal.

  • Location: Imphal, Manipur

  • Objective: Integrate multiple city functions into a single platform for efficient governance and improved public services.

Key Functions:

  • Real-time Monitoring: Surveillance, traffic control, and public safety.

  • Data Integration: Feeds from systems including CCTV, traffic lights, water supply, solid waste management, and street lighting.

  • Disaster Management: Rapid response to natural disasters, accidents, and emergencies.

  • Citizen Services: Grievance redressal, helpline integration, and public communication.

  • Urban Planning Support: Data analytics for informed decision-making and future planning.

4. Construction of Women’s Market at Tera Bazaar, Manipur under NEC (North Eastern Council).

  • Purpose: To facilitate woman vendors of the nearby areas.
  • Agency managing the facility currently: NEC (North Eastern Council)

5. Construction of Imma Market at Lamkhai Keithel, Hiyanglam, Wabagai, Kakching District, Manipur (SH: 1st Floor under SASCI 2024-25)

  • Purpose: To facilitate woman vendors of the nearby areas.
  • Agency managing the facility currently: SASCI 2024-25.
