The Department of Municipal Administration, Housing & Urban Development (MAHUD) deals with the control and supervision of Municipal Corporation, Municipal Councils, Nagar Panchayats/Small Town Committee under the Manipur Municipalities Act, 1994. The Department has been implementing various Urban Development Schemes viz. Smart City, Swachh Bharat Mission 2.0 (SBM 2.0), Pradhan Mantri Awas Yojana – Housing For All (Urban), Deendayal Jan Aajeevika Yojana – (Shehari) and Prime Minister Street Vendors’ AtmaNirbhar Nidhi (PM-SVANidhi), NAMASTE etc. These Programmes/Schemes are implemented through the statutory bodies/Agencies such as Municipal Corporation, Municipal Councils, PDA, MUDA, Imphal Smart City Limited, Town Planning Department and other line Departments like PWD, PHED, IFCD etc.

The role of the Department of Municipal Administration, Housing & Urban Development (MAHUD) in the urbanization of the State is multi-dimensional. It has to attend to the guidance and supervision over the urban local bodies to ensure the local self-governance activities from time to time viz, implementation of Urban Poverty Eradication Programme and Development of

The PM-SVANidhi Scheme is implemented as per the prescribed guidelines. The Department has no financial involvement, as the loan and subsidy components are dealt with directly by the concerned banks.

Pradhan Mantri Awas Yojana (Urban), Housing for All, Manipur

  • Pradhan Mantri Awas Yojana – Urban (PMAY-U) was launched on 25th June 2015 to provide a pucca houses to all eligible urban households across the country.
  • The mission is implemented through 4 verticals:
    • Beneficiary Led Construction (BLC) – Financial Assistance to beneficiaries for construction of individual pucca house.
    • Affordable Housing in Partnership (AHP) – Housing projects developed in partnership with public/private agencies.
    • Affordable Rental Housing (ARH) – Development of affordable rental housing for urban migrants, workers, and economically weaker groups.
    • Interest Subsidy Scheme (ISS)– Interest subsidy for home loans to eligible beneficiaries.
  • The mission is demand driven and in Manipur only BLC vertical is implemented.
  • Eligibility Criteria for BLC vertical:
    • The individual should belong to the Economically Weaker Section (EWS) or Low Income Group (LIG) category and also should not own a pucca house
    • The beneficiary should possess land or have legal ownership of the land.

Implementation of PMAY-U 1.0:

  • The Government of India extended timeline for implementation of only BLC vertical up to September 2026 to facilitate completion of houses sanction under PMAY-U 1.0. The remaining 3 verticals under PMAY-U 1.0 have been closed.
  • Central Assistance of ₹1.50 lakh per house in three instalments.
  • 48,316 houses across 27 ULBs have been approved.
  • 21,007 houses have already been completed and the remaining houses are at different stages of construction.
  • A total of ₹546.30 crore has been released by the Ministry and out which ₹545.30 crore has been utilized.

Implementation of PMAY-U 2.0

  • Timeline of PMAY-U 2.0 – From 17th September 2024 till September 2029.
  • 3,525 houses from 13 ULBs have been approved and 1056 beneficiaries have started construction of their house.
  • Financial Assistance of ₹2.50 lakh per house in three instalments.
  • A Central Assistance of ₹31.725 crore have been released as first instalment by the Ministry and out of which Rs. 6.78 crore has been utilized.
  • More than 8,710 applicants have already been verified and their projects will be submitted shortly.

PM-SVANidhi (Pradhan Mantri Street Vendor’s AtmaNirbhar Nidhi)

Eligibility:
Urban street vendors who were vending on or before 24 March 2020 and possess a Certificate of Vending / ID Card issued by the Urban Local Body (ULB) or are identified through ULB survey or Letter of Recommendation (LoR).

As per the revised guidelines, the scheme has also been extended to vendors operating in Census Towns.

Benefits:        
Collateral-free working capital loans are provided through banks in the following tranches:

  • 1st Tranche: Up to ₹15,000
  • 2nd Tranche: Up to ₹25,000
  • 3rd Tranche: Up to ₹50,000

In addition, vendors are eligible for 7% interest subsidy on timely repayment and cashback incentives for digital transactions.

Financial Status:

Loans under the scheme are sanctioned and disbursed directly by banks and lending institutions through the PM-SVANidhi portal. There is no direct loan disbursement from State Government or ULB funds.

The Swachh Bharat Mission (Urban) 2.0

The Swachh Bharat Mission (Urban) 2.0 was launched on 1st October 2021 by the Ministry of Housing and Urban Affairs (MoHUA) for a period of five years (2021–2026).

The mission aims to achieve Garbage-Free Cities and improved urban sanitation by strengthening solid waste management, sanitation infrastructure, and used water management across all Urban Local Bodies (ULBs). It focuses on 100% door-to-door waste collection, source segregation, scientific processing of waste, remediation of legacy dumpsites, and construction of public sanitation facilities.Swachh Bharat Mission Urban 2.0 (MANIPUR) Progress.

NAMASTE SCHEME

National Action for Mechanized Sanitation Ecosystem (NAMASTE) Scheme, a central Sector Scheme, is joint initiative under Ministry of Social Justice and Empowerment (MoSJE) and Ministry of Housing and Urban Development (MoHUA), has been implemented in the urban area of the State by MAHUD Department since February 2024. By successfully implementing the Scheme, the Department has been able to strengthen the dignity and working conditions of Sanitation Workers in general, Sewer & Septic Tank Workers, and Waste Pickers (Door to Door Collection Workers, segregators, informal waste pickers etc) in particular.

The Sewer and Septic Tank Component of the Scheme aims to empower the Sewer and Septic Tanks Workers through interventions like profiling of the workers, providing PPE Kits, Social Security benefits like Ayushman Cards, livelihood promotion through upfront capital subsidy upto 50% for procurement of Sanitation related equipment/vehicle and to promote “Sanipreneur”.

Eligibility: Those individuals who are engaged in cleaning of Septic Tanks, Cleaning and maintenance of Sewer Lines, manholes etc. The beneficiaries can be either those engaged by any organization or who work independently.

The Waste Picker Component of the Scheme which was started in April 2025 in the state, aims to empower the waste pickers (rag pickers, door to door collection workers, segregation workers, driver of waste collection vehicles etc) through identification and profiling, providing PPE Kits, social security like AB-PMJAY Card, Pre Metric Scholarship, Occupational Safety Training, formation of Waste Pickers Collectives and Upfront Capital Subsidy to procure Sanitation related vehicles to Waste Pickers collectives, thereby recognizing their contribution in the waste management. In the Urban Area, the component is implemented by MAHUD Department, while in Rural Area, it is implemented by Community and Capacity Development Unit (CCDU), PHED (SBM Gramin)

Eligibility: Informal Waste Pickers working at streets, housholds, door to door, transfer stations, open dumpsites, landfill sites, waste disposal sites, material recovery facilities, waste recovery & recycling, repair facilities etc. and itinerant waste buyers.

Remark:

  • Materials for PPE Kits, ERSU Safety devices etc, were sent to the State by National Safai Karamchari Finance Development Corporation (NSKFDC). Hence the fund was not released to state and was not incurred directly by the state.

4th STATE FINANCE COMMISSION

4th State Finance Commission Manipur was constituted and notified on 24.10.2019 by Government of Manipur which was required to cover the period of 5 (five) years w.e.f. 01.04.2021 to 31.03.2026. A sum of Rs. 20 lakhs have been sanctioned and released to the Urban Local Bodies in the Financial Year 2025-26.

 

15th FINANCE COMMISSION

The 15th Finance Commission is recommended for FY 2021-22 till 2025-26 for the 27 Urban Local Bodies of Manipur. In order to cater the growing urbanization needs of the State, the Ministry of Housing and Urban Affairs, Govt. of India has released an amount of Rs. 19.20 Crore and Rs. 12.80 Crore as 1st instalment of Tied and Untied Grants respectively for FY 2021-22 for 27 ULBs. The funds are to be allocated to the 27 Urban Local Bodies based on the Score for distribution in the report of the 4th Manipur State Finance Commission. The untied grants can be used by the Urban Local Bodies on felt needs under the 18 subjects enshrined in the 12th schedule, except for salaries & establishment costs, whereas the tied grants is earmarked for sanitation, solid waste management, drinking water, rainwater harvesting and water recycling.

 

DEENDAYAL JAN AAJEEVIKA YOJANA – (SHEHARI) [DJAY(S)]

Deendayal Jan Aajeevika Yojana – (Shehari) [DJAY(S)] is a pilot initiative implemented by the Manipur Urban Development Agency (MUDA) to strengthen community institutions of the urban poor and promote sustainable livelihood opportunities. Imphal Municipal Corporation (IMC) has been selected for implementation of the pilot project. The scheme focuses on formation of Self-Help Groups (SHGs), strengthening of Area Level Federations (ALFs), and support to community-based livelihood initiatives.
